Registration is now open

UNEA-7 (8- 12 December 2025) is open for participation of 193 States Members of the United Nations. 

It is also open for participation as observers by:

(i) Members of specialized agencies which are not members of the UN Environment Assembly (rule 68 of the rules of procedure of UN Environment Assembly);

(ii) Specialized agencies and related organizations, the United Nations bodies and entities, including multilateral environmental agreements administered by the UN and UNEP, the intergovernmental organizations and regional economic integration organizations (rule 69); and

(iii) International non-governmental organizations (rule 70).

Participants registering for UNEA-7 can also register for the OECPR (1 – 5 December 2025) through the same link.

Please be informed that no registration can be processed via email. All registrations must be submitted online via the INDICO registration system. 

Please note that registration will require the creation of an INDICO account for first-time users. 

Participants to UNEA-7 must be at least 18 years of age. Participants younger than 18 years of age shall be considered a minor and shall be accompanied by a chaperone. Both shall comply with provisions set in the guidelines for access to and participation of minors during the UN Environment Assembly and sign the Chaperone agreement form.

All participants must be registered in order to attend UNEA-7 and the OECPR. 

Participants also have to ensure that the e-mail address used for the registration is accurate and regularly check their emails to receive communication and updates regarding UNEA, including critical information such as issuance of electronic travel authorization.  

Participants are encouraged to register well in advance of the registration deadline. UNEA-7 and OECPR will be held in person, this means that all representatives of Member States and other participants are encouraged to attend all the official meetings in person. 

Please note that the review and verification process of the registration to UNEA-7 is not automatic and may take a few days, depending on the volume of registrations received. 

Approved participants will receive an e-mail notification with a confirmation QR code from the INDICO portal, which is used to finalize the registration process when arriving at the United Nations Office at Nairobi (UNON) in person and for collection of badges on designated days in advance of and during the session.

 All participants arriving into Kenya must have an approved Electronic Travel Authorization (eTA) before the start of their journey. Noting that the eTA is only valid for 90 days after approval, participants are advised to apply not earlier than 15 September 2025 using the eTA portal. Further information and step-by-step guides will be issued before September 2025.  

All registered and approved participants will be issued a photo badge to access the venue which will be valid for the OECPR and UNEA-7. All participants will have to go through daily screening at the main entrance of the UNON compound.

The INDICO registration link for Member States of the United Nations, members of  the specialized agencies and regional economic integration organizations is not in the public domain and was circulated to all delegations directly through an email from the Secretariat of the Governing Bodies of UNEP. A registration guide was also sent as an attachment to the email, explaining how to use the Indico registration portal. 

Each delegate is required to register individually. 

The following documentation must be uploaded by delegates in INDICO at the time of the registration: 

  • Copy of the Note Verbale or an official letter from the relevant Ministry, or from their Embassy or Permanent Mission, dated and addressed to the Secretariat of Governing Bodies of UNEP with the composition of the national delegation, containing the name of the head of delegation and names of any alternate representatives and advisers, as per Rule 16 of UNEA rules of procedure; functional titles of the nominated members of the delegation; and the two delegates designated to receive travel support, in order of priority, where applicable.
  • A passport-size color photograph (with white, grey, or neutral color background).
  • The passport biographical page. 

To facilitate the participation of representatives from States Members of the United Nations and members of the specialized agencies to UNEA-7 and the OECPR, and based on availability of resources, funding will be available from the voluntary contributions made by donors to support the participation of at least one (1) delegate and, if funding allows, a maximum of two (2) delegates from developing countries.

Delegates from eligible countries designated to receive travel support are encouraged to apply for travel support as soon as possible and no later than 10 October 2025.

The funding sponsorship for travel support will cover economy-class round-trip air tickets, as well as daily subsistence allowances and terminal expenses in accordance with the United Nations rules and regulations. 

In this regard, participating States are kindly requested to indicate in a Note Verbale, in order of priority, the two (2) delegates nominated to receive travel support.   

The delegates designated to receive financial support are requested to register for funding through the INDICO portal link that has been circulated to all delegations directly through an email from the Secretariat of the Governing Bodies of UNEP.

Please be informed that the registration for UNEA-7 and the OECPR and the application for travel support are two separate processes and delegates must have their registration for UNEA-7 and/or the OECPR approved before submitting their request for travel support. 

Credentials 

In accordance with rule 16 of the rules of procedure of the UN Environment Assembly, each member of UNEA shall be represented by an accredited representative, who may be accompanied by such alternate representatives and advisers as may be required. In accordance with rule 17, the credentials of the representatives and the names of the alternate representatives and advisers shall be submitted to the Executive Director before the first meeting which representatives are to attend.  

Member States should upload to the e-credential module on e-deleGATE an advance scanned copy of their credentials, signed by either the Head of State or Government or Minister of Foreign Affairs as well as other formal communications containing the names of representatives to the Environment Assembly (such as letters and notes verbales from the Permanent Missions or formal communications from Government Ministries). More information on e-credential will be made available in August 2025. 

The original hard copy of the credentials and other communications should be submitted to the Law Division of UNEP or by mail to P.O. Box 30552, 00100 Nairobi, Kenya, for the attention of the UNEP Principal Legal Adviser.  

In accordance with rule 17, paragraph 2 of the rules of procedure, the Bureau of the UN Environment Assembly will examine the credentials and submit its report to the plenary meeting. 

Participation in UNEA-7 and the OECPR is open to the following observers from IGOs: 

  • Entities and organizations having received a standing invitation to participate as observers in the sessions and the work of the General Assembly; and
  • Intergovernmental organizations accredited to participate and/or have previously participated in the sessions of the United Nations Environment Assembly.

Representatives of UN system entities as listed below are required to register through the online registration system INDICO to participate as observers in UNEA-7 and the OECPR:

  • Specialized Agencies (FAO, ICAO, IFAD, ILO, IMF, IMO, ITU, UNESCO, UNIDO, UNWTO, UPU, World Bank, WHO, WIPO and WMO);
  • Related organizations (which includes CTBTO Preparatory Commission, IAEA, ICC, IOM, OPCW and WTO);
  • Multilateral environmental agreements administered by the UN or UNEP as well as Regional Seas Conventions and Regional Conventions administered by UNEP;
  • UN Secretariat, funds, programmes, regional commissions and other UN entities.

Organizations accredited to UNEP and its governing bodies are invited to participate in the sessions of the United Nations Environment Assembly (UNEA) and the OECPR.

Eligible organizations accredited to UNEP and its governing bodies can register up to ten (10) representatives through the INDICO registration system. Make sure to read the specific registration guide for your category.

The following documents must be uploaded on the INDICO registration form at the time of registration: 

  • A nomination letter in the organization’s letterhead with the composition of the delegation to UNEA-7 and/or the OECPR containing the names, functional titles, and affiliation of the participants. The letter must be dated and have the handwritten signature of the person responsible for the organization.
  • A passport-size color photograph (with a white, grey, or neutral color background) of the representative.
  • The passport biographical page of the representative.

Requests submitted after 30 June will not be taken into account for UNEA-7 as they will only be processed from 1 January 2026.

Media accreditation is strictly reserved for members of the press: print, photo, radio, television, film, news agencies, and online media who represent a bona fide media organization.  

Members of the press as defined above can register on the INDICO registration platform: Media registration form.

The following documents must be uploaded on the INDICO registration form at the time of registration:  

  • A valid press/media ID issued by the government/ media house/ journalists' association. A letter of assignment from the media house the journalist works for may be submitted in lieu of a media pass.
  • A passport-size color photograph (with a white, grey, or neutral color background) 
  • The passport biographical page 

Member States and Observer States can register media, including journalists in their delegation and official photo and video personnel, on-site at the venue, by providing an official note from the Permanent Mission or the Embassy, along with a copy of a valid passport.   

There is no formal limit to how many journalists one media house can register, but space/other logistical issues may force UNEP to limit media numbers. Early registration is therefore encouraged.
