The INDICO registration link for Member States of the United Nations, members of the specialized agencies and regional economic integration organizations is not in the public domain and was circulated to all delegations directly through an email from the Secretariat of the Governing Bodies of UNEP. A registration guide was also sent as an attachment to the email, explaining how to use the Indico registration portal.
Each delegate is required to register individually.
The following documentation must be uploaded by delegates in INDICO at the time of the registration:
- Copy of the Note Verbale or an official letter from the relevant Ministry, or from their Embassy or Permanent Mission, dated and addressed to the Secretariat of Governing Bodies of UNEP with the composition of the national delegation, containing the name of the head of delegation and names of any alternate representatives and advisers, as per Rule 16 of UNEA rules of procedure; functional titles of the nominated members of the delegation; and the two delegates designated to receive travel support, in order of priority, where applicable.
- A passport-size color photograph (with white, grey, or neutral color background).
- The passport biographical page.
To facilitate the participation of representatives from States Members of the United Nations and members of the specialized agencies to UNEA-7 and the OECPR, and based on availability of resources, funding will be available from the voluntary contributions made by donors to support the participation of at least one (1) delegate and, if funding allows, a maximum of two (2) delegates from developing countries.
Delegates from eligible countries designated to receive travel support are encouraged to apply for travel support as soon as possible and no later than 10 October 2025.
The funding sponsorship for travel support will cover economy-class round-trip air tickets, as well as daily subsistence allowances and terminal expenses in accordance with the United Nations rules and regulations.
In this regard, participating States are kindly requested to indicate in a Note Verbale, in order of priority, the two (2) delegates nominated to receive travel support.
The delegates designated to receive financial support are requested to register for funding through the INDICO portal link that has been circulated to all delegations directly through an email from the Secretariat of the Governing Bodies of UNEP.

Please be informed that the registration for UNEA-7 and the OECPR and the application for travel support are two separate processes and delegates must have their registration for UNEA-7 and/or the OECPR approved before submitting their request for travel support.
Credentials
In accordance with rule 16 of the rules of procedure of the UN Environment Assembly, each member of UNEA shall be represented by an accredited representative, who may be accompanied by such alternate representatives and advisers as may be required. In accordance with rule 17, the credentials of the representatives and the names of the alternate representatives and advisers shall be submitted to the Executive Director before the first meeting which representatives are to attend.
Member States should upload to the e-credential module on e-deleGATE an advance scanned copy of their credentials, signed by either the Head of State or Government or Minister of Foreign Affairs as well as other formal communications containing the names of representatives to the Environment Assembly (such as letters and notes verbales from the Permanent Missions or formal communications from Government Ministries). More information on e-credential will be made available in August 2025.
The original hard copy of the credentials and other communications should be submitted to the Law Division of UNEP or by mail to P.O. Box 30552, 00100 Nairobi, Kenya, for the attention of the UNEP Principal Legal Adviser.
In accordance with rule 17, paragraph 2 of the rules of procedure, the Bureau of the UN Environment Assembly will examine the credentials and submit its report to the plenary meeting.
