Title : National Adaptation Plans – Chief Technical Advisor & Technical experts
Project objective : UN Environment Programme (UNEP) is seeking to engage a partner that can support UNEP to implement National Adaptation Planning projects in Cameroon, Comoros, Eswatini, Lesotho, Uganda and Seychelles over a three-year period. The technical assistance is for the following areas:
- Government adaptation planning and mainstreaming;
- Public financial management;
- Government performance management;
- Cost benefit analysis and financial strategy development.

Project background : UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Climate Change Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is supporting 25 countries who have secured Green Climate Fund (GCF) funding to develop their National Adaptation Plans (NAP). UNEP is also a member of the UNFCCC convened Least Developed Countries Expert Group (LEG) on NAPs. As Delivery Partner for these Readiness grants, UNEP is supporting and overseeing the project implementation, in line with the UNFCCC NAP technical guidelines, including the supplementary guidelines.

Project description : The Partner will provide overall technical guidance in supporting NAP country Project Coordinators to produce quality deliverables in accordance with UNEP NAP projects and national NAP processes. The Partner will be expected to provide advice to the project management teams on approaches that can be taken to develop specific assignments and ensuring proper sequencing of activities; providing guidance on strengthening stakeholder engagement approaches among State and non-State actors; closely collaborate with and support the work of the national and international NAP project consultants to deliver quality outputs as well as providing the technical review of reports produced by the NAP projects including those produced by executing entity and UNEP, with the view of ensuring the production of high quality deliverables, aligned with the latest science, good adaptation planning practices, and decisions made within the scope of the United Nations Framework Convention on Climate Change (UNFCCC) and contributing to inform the production of the national NAP document. The Partner will be working closely with the respective NAP Government focal point, Project Coordinator, and UNEP Task manager in Cameroon, Comoros, Eswatini, Lesotho, Uganda and Seychelles. The Partner will be working within the delegated authority and under the supervision of UNEP’s Head, Climate Change Adaptation Unit or his/her designated mandated representative(s) as well as the NAP Project Coordinator located in the following Governments’ focal point Departments: - Cameroon: Department of Ministry of Environment, Protection of Nature and Sustainable Development (MINEPDED) - Comoros: Ministry of Environment, in charge of Tourism, Directorate General for Environment and Forests - Eswatini: Ministry of Tourism and Environmental Affairs (MTEA) - Lesotho: Lesotho Meteorological Services - Uganda: Ministry of Water and Environment, Climate Change Department - Seychelles: Ministry of Agriculture, Climate Change and Environment (MACE) The Partner will be responsible for mobilising technical expertise to provide inputs at the relevant stages of the NAP project and to ensure that the guidance given is aligned with the latest UNFCCC guidelines and discussions in international fora. The Partner will provide technical support in guiding the countries National Adaptation Planning processes in accordance with the UNFCCC’s Least Developed Expert Group (LEG) on adaptation released guidelines for National Adaptation Plans (2012), GCF’s guidance on adaptation planning approaches as well as existing supplementary guidelines including UNEP Ecosystem based Adaptation (EbA) NAP guidelines with particular focus on ensuring that the NAP objective is reached to: - reduce vulnerability to the impacts of climate change, by building adaptive capacity and resilience; - facilitate the integration of climate change adaptation development planning processes and strategies. And that the principles of adaptation planning for adaptation follow those established in UNFCCC Decisions: - is a continuous, progressive and iterative process; - Country driven, gender sensitive, participatory, fully transparent, considering vulnerable groups and ecosystems; - Based on and guided by best available science. A. Technical support for the project - Provide overall technical backstopping, operational guidance and support to the National Project teams to ensure that project objectives are being met and that activities are carried out within agreed deadline and under high technical standards; - Assist the Project Coordinators in planning the implementation of project activities, and in any adjustment to the projects Results Framework, Work Plans and Budgets that might be required and in line with corporate requirement and GCF rules; - Provide quality assurance and technical review of projects outputs such as technical reports, studies, assessments, training materials, and knowledge products; - Draft or review, as requested, ToRs for technical consultancies and sub-contracts, and assist in the selection and recruitment process; - Provide technical guidance and supervisory function to the work carried out by national and international consultants hired by the projects; - Assist the Project Coordinators and coordinate the preparation of the GCF Annual Progress Reports (APRs), other M&E reports and reviews required by UNEP, the GCF and Government departments; - Conduct technical supervision missions to Kampala, Maseru, Mbabane, Moroni, Victoria, Yaounde, to meet with project team, Government focal points and key NAP stakeholders to review progress and plan for NAP project inputs and activities to achieve deliverables and outputs in support of the Cameroon, Comoros, Eswatini, Lesotho, Uganda, Seychelles NAP process. This would be applied to all work-packages: - NAP roadmap and communication plan based on consultative meetings; - Climate risk and vulnerability assessment; - Economic appraisal of adaptation options; - NAP finance strategies; - NAP monitoring, evaluation and learning framework, aligned with the GGA discussions and national priorities; - NAP document. B- Learning and Dissemination - Share insights and build on knowledge from international discussions on NAPs and adaptation matters from UNFCCC meetings, including the Least Developing Countries Expert Group (LEG), as well as internationally recognised research on NAPs to guide the project teams - Contribute to the organisation of UNEP events at NAP relevant global events such as NAP Expo and UNFCCC Conference of Parties (COPs) The following deliverables are expected: - Annual progress reports to GCF - Supervisory mission reports The technical support duration is estimated to span from 9 to 36 months per country project, and to require between 55 to 160 working days input per project. Project requirements : Potential partners are required to submit: 1) Organisation information that demonstrates evidence of fulfilling the following: - The entity has been in business relevant to the Terms of Reference for at least 3 years; - The entity has a track record of supporting NAP project implementation at the national level or carrying out similar climate change adaptation assignments; - The entity is to provide a copy of the certificate of registration. Detailed entity profile with key areas of expertise and past experience justifying the relevance to the Terms of Reference. 2) A methodology, deliverables and action plan as per the application form. 3) A proposed team (6 pages max per CV) which reflects the following: - The team should be comprised of: 1 team leader, 1 gender expert, 1 climate risk assessment expert, 1 economic appraisal and finance strategy expert, 1 monitoring and learning expert that have a track record in NAP processes of at least 5 assignments. - The team leader should have a master in climate or environmental sciences, development, or any closely related and relevant field and at least three years’ experience in supporting NAP processes implementation. • Languages: For Cameroon and Comoros, the team leader and experts should be fluent in French and English. For Eswatini, Lesotho, Uganda, Seychelles the CTA and experts should be fluent in English. Proposals should be submitted in accordance with the application template provided below.

Title : Investor Agenda Global State of Investor Climate Action Report
Project objective : To receive project proposals that can assist in the implementation of a 2025 Global State of Investor Climate Action Report for the Investor Agenda.

Project background : The Investor Agenda was founded by UNEP FI and 6 other investor networks (Asia Investor Group on Climate Change, CDP, Ceres, Investor Group on Climate Change, Institutional Investors Group on Climate Change, Principles for Responsible Investment). In 2025, the Investor Agenda plans to deliver a Global State of Investor Climate Action Report, which will assess asset owner and asset manager climate action and seek to showcase investor leadership. The assessment will build on the Investor Agenda’s ICAPs Expectations Ladder and Guidance and previous assessments undertaken by Investor Agenda Partners – Ceres, AIGCC, and IGCC – in 2024. The project will be undertaken from July to October 2025, with a planned delivery of a final report by end October 2025.

Project description : The objective would be to undertaken a global assessment of investors. The partner would support in the delivery of the project by: - Undertaking data collection & analysis of the Top 200+ investors by AUM - Conducting interviews with investors - Support launch of the report in Q3 2025 The key deliverable is: - A final report on the Global State of Investor Climate Action

Project requirements : The partner must demonstrate that they have: - Strong understanding of the Investor Agenda mission and the ICAPs Expectations Ladder & Guidance - A network of investors which they are connected to and would be able to draw on for qualitative analysis - Experience of delivering similar work to review investor climate action, ideally drawing on the ICAPs Expectations Ladder & Guidance - Experience working with the Investor Agenda founding partners Proposals should be submitted in accordance with the application template provided below.
